11.1 The rule
The calendar of days of working of Appellate Tribunal in a year shall be as decided by the President and Members of the Appellate Tribunal.
11.2 What it does
Rule 11 answers one question — who fixes the year's working days — and answers nothing else. It names the deciding authority and stops.
